Under No. 13758/33 we have now had copies of
the telegrams which have passed between the Secretary
of State and Hong-Kong on the Hong-Kong piracy case,
and it would seem that it is expected that the Treasury
Solicitor will forthwith take steps to bring the
matter before the Privy Council. I understand that
Bushe is still away and I am therefore writing to let
you know that Gwyer would like to have a word with him
on his return on this case; the difficulty is the
Terms of Reference settled by the Law Officers in their
Opinion of the 29th July last, but there is a further
question of the manner in which argument is to be pre-
sented to the Judicial Committee.
May I take it therefore that you will make
arrangements for this letter to be mentioned to Bushe
on his return?
